Administrative Committee
The Administrative Committee governs the party between meetings of State Conference. It is made up of 30 members elected by State Conference, and the three Party Officers – President, Senior Vice-President and Junior Vice-President. Young Labor has observer status.
The Administrative Committee decides on applications for membership and the formation of branches, deals with matters from constituent units, schedules internal party elections, oversees the administration and controls the finances of the branch.
Public Office Selection Committee
The Public Office Selection Committee votes to preselect candidates for state and federal elections. It is made up of 100 members elected by State Conference.
Policy committees
State Conference elects policy committees every two years. Policy committees work in conjunction with the state and federal parliamentary parties to develop ALP policy and the Party’s platform. Any member of the Party may be co-opted on to a policy committee as an associate member. Associate members have a voice but no vote. If you are interested in becoming an associate member of a policy committee or if your local branch would like to address correspondence to any policy committee please contact State Office for information.
The following is a list of Policy Committees with a short description of their aims:
Aboriginal & Torres Strait Islander Affairs
Develop policies relating to reconciliation and other issues of concern to indigenous Australians that promote inclusion, equality and respect. These policies include strategies to enhance democratic participation and address structural discrimination and achieve delivery of services to indigenous Australians across all portfolio areas.
Commonwealth Affairs & Federal Relations Committee
This committee contributes to the national policy process regarding Australia’s international relations, including defence, immigration and population. Although state based, the Commonwealth Affairs & Federal Relations Committee has a strong federal focus and explores the overlap and duplication of roles and responsibilities between Commonwealth, State and Local Government and makes recommendations to State Conference on ways that Labor can improve cooperative federal-state relations. The CA & FR committee also solicits, co-ordinates and pursues federal policy recommendations arising from the deliberations of other state policy committees.
Conservation, Environment & Resources
Develop policies on the environment, energy, water, climate change, forestry and land-management that promote sustainable development and protect the environment for future generations.
Culture, Sport & Tourism
In the areas of arts, information, media, tourism, sport, gaming and recreation, the committee develops policies that will create more jobs and thriving, innovative industries across Victoria; build cohesive communities; reduce inequalities; promote rights; and respect diversity.
Economics, Innovation, Employment & Industry Development
Develop public policy in the areas of economic development, science & technology, multi-media, manufacturing, trade, export and small business. The committee develops policies that will promote economic processes that are equitable and transparent. The committee’s work will contribute to: growing and linking all Victoria; promoting sustainable development; and creating more jobs.
Education & Youth Affairs
Develop public policies that increase access to life long education (including pre-school and child care). Address issues of concern to young Victorians that will: promote rights and respect diversity; value and invest in life long education; build cohesive communities; and reduce inequalities.
Health, Community Services & Senior Victorians
Develops policies in the areas of health; aged care; and community services that promote: high quality, accessible health and community services; build cohesive communities; and reduce inequalities.
Industrial Affairs
Develops policy on industrial issues that promote safe workplaces; more jobs; and thriving, innovative industries across Victoria.
Justice & Democracy
Develops policy that focuses on: the expansion and protection of rights; access to justice; and improving parliament and public administration. Its policy focus also includes consumer affairs, corrections, police and emergency services and will contribute to: building cohesive communities and reducing inequalities; ensuring safe streets, homes and workplaces; promoting rights; and respecting diversity.
Multicultural Affairs & Population
Develop policies on all matters that impact on ethnic communities and that promote inclusion, equality and respect. Such policies also promote multiculturalism; include strategies that enhance democratic participation; address structural discrimination; and achieve delivery of multicultural services across all portfolio areas.
Transport
Develops policy relating to the delivery of public transport, roads, ports and air transport, which contributes to growing and linking all Victoria and protecting the environment for future generations.
Urban Affairs, Housing, Local Government & Infrastructure
Develops policy regarding planning, local government, housing, community building, infrastructure development and major projects that will contribute to safe streets, homes and workplaces, growing and linking all Victoria, building cohesive communities and reducing inequalities.
Women’s Affairs
Develop policies on all matters that impact on women. These policies include strategies that enhance democratic participation, address structural discrimination and achieve delivery of services to women across all portfolio areas.
Country Labor Executive
Develop policies that focus on the issues affecting rural Victorians including agriculture, service delivery, the environment, local government, regional development and transport. These policies include strategies that enhance democratic participation, address structural discrimination and achieve delivery of services to rural Victorians across all portfolio areas. Delegates to the Country Conference elect the Country Labor Executive in each even numbered year.
Victorian Labor Women’s Network
The Victorian Labor Women's Network is the official Victorian women's network in the ALP. The Network believes that encouraging women to participate in all levels of the Party's structure, the government and public life is the best way to achieve policy outcomes that reflect the needs of women in the Australian community.
The Victorian Labor Women's Network provides a forum to increase the number of women active in the Labor Party; facilitate and strengthen relationships between state Labor women organisations and the National Network, as well as supporting the development of skills that assist women to participate in the ALP at all levels. It is a cross-factional group working with and for women, to strengthen their skills and roles within the Party.
Rules Revision Committee
The Rules Revision Committee is also elected by Conference to make recommendations on rule changes.
Agenda Committee
The Agenda Committee is elected by Conference to order the business of conference and to credential delegates.
Young Labor
Young Labor includes all party members from 14 and up to 26 years. It is intended to encourage young people to join the party and bring the concerns of young people to the Party's attention. Victorian Young Labor has a management committee, State Young Labor Conference and delegates to the National Young Labor conference, giving an opportunity for younger members to have a say in both policy and organisation.
Young Labor members also work on campaigns and organise social and other events.
